Best Business Continuity Management Software (2026): Top 9 Compared
Business continuity management (BCM) software runs the programme that keeps an organisation operating through a disruption: business impact analysis, continuity plans, exercises, and the response when a plan is activated. The nine products below fall into three groups. Fusion Risk Management, Everbridge 360 AI Prepare, Noggin and Quantivate are built mainly around continuity and resilience work. Riskonnect, SureCloud, Archer and MetricStream sell BCM as one module of a wider risk and compliance platform, so continuity data sits next to risk registers, controls and third-party records. ServiceNow Business Continuity Management runs inside the ServiceNow platform and draws on the same service and asset records that IT operations already maintain. None of the nine publishes a price for its continuity product; every profile records what the vendor does state about how pricing is set.

Business continuity management software helps an organisation prepare for and respond to disruption. It records which processes matter most and what they depend on, holds the plans that say how to keep them running, schedules exercises that test those plans, and supports the response when a plan is activated. The market splits between products built mainly around continuity and resilience, governance, risk and compliance suites that include a continuity module, and a platform application for organisations that already run ServiceNow.
The comparison below covers nine products. Features and pricing statements come from each vendor’s product, pricing and documentation pages, checked in October 2026. Several brands have changed hands: Castellan is now part of Riskonnect, and Infinite Blue’s BC in the Cloud is now Everbridge 360 AI Prepare. No vendor publishes a price for its continuity product, so each profile records how pricing is set. The main differences are how far each product reaches into risk and compliance, how it handles notification during an incident, and which regulatory templates it provides.
Related pages cover risk management software, disaster recovery software, incident management software and GRC software.
Vendor details and trade-offs
Fusion Risk Management describes its software as a resilience decision system used by more than 400 organisations. Business continuity management is one of its core products, alongside IT disaster recovery, crisis and incident management, operational resilience, third-party risk and operational risk.
The business continuity product covers the main parts of a programme. The BIA collects data on processes, identifies those that are critical and sets recovery requirements. Plan management handles ownership, workflows and scheduled reviews, and a feature called BC Plan inFusion turns static plan documents into structured data. Exercises, walkthroughs and scenario tests connect to the underlying records and produce readiness reports.
The platform works in three stages that Fusion calls expose, model and optimise. Services are connected to the processes, technology, suppliers, facilities and teams behind them, and scenario testing traces how one failure cascades through those links. The product page names Alaska USA Federal Credit Union, Boston Scientific and EMC Insurance as customers. Fusion also cites outcome figures such as reduced time to recovery, while noting that results vary with programme maturity and the quality of dependency data.
Potential strengths
- Dependency mapping shows upstream and downstream links between people, processes, places, systems and third parties
- Business continuity sits beside crisis and incident management, operational resilience and third-party risk products on the same platform
Trade-offs
- No pricing, edition or contract information is published
- The breadth of the platform may exceed what a small continuity team with a single site needs

Riskonnect is an integrated risk management vendor whose portfolio covers claims, insurance, enterprise risk, compliance and business continuity. Riskonnect and Castellan, a business continuity software and consulting firm, combined in 2022, and the Castellan site now redirects to Riskonnect.
The business continuity management page describes strategic continuity planning, with plans created, documented and kept current through automated reviews and approvals. Impact analysis and risk assessment evaluate processes, set requirements and map dependencies. Gap analysis identifies shortfalls in continuity capability and assigns corrective actions and risk treatments. A business model feature builds one data model that runs from suppliers to customers.
Resilience testing exercises run plans against disruption scenarios. A workflow builder triggers actions and notifications, and single sign-on and two-factor authentication are supported. The mobile app is positioned as a way to avoid single points of failure when staff cannot reach the office. Riskonnect also sells operational resilience, crisis management, emergency notification and threat intelligence products, plus consulting and managed services for continuity programmes.
Potential strengths
- A mobile app gives access to programme information and incident management during an event
- Crisis management, emergency notification, threat intelligence and consulting services are offered by the same vendor
Trade-offs
- No pricing is published for the continuity product or the related modules
- Crisis management and notification are described on separate product pages, so the scope of each licence needs confirming
- Product reference
- Product documentation
- Billing terms: Not recorded

Everbridge 360 AI Prepare is the current name of BC in the Cloud, the business continuity product built by Infinite Blue. The Infinite Blue site now redirects to Everbridge, and the Everbridge product page describes Prepare as the same product under a new name. Customer stories and FAQs still use the older name.
Prepare covers business continuity and IT disaster recovery planning, risk assessments, dependency mapping, testing and response. Automated workflows handle BIAs, planning and testing with reminders, escalations, approvals and status tracking. Impact assessments span processes, products and services, technology and other assets. Structured exercises record after-action findings and corrective actions.
Templates align with ISO 22301, DORA and FFIEC guidance, and low-code configuration lets administrators change workflows, forms, notifications and dashboards. Threat-specific playbooks and leadership dashboards support reporting. Everbridge also offers administrative concierge and technical account management services. Prepare can connect to the wider Everbridge 360 platform, which includes critical event management and mass notification, although those are separate products.
Potential strengths
- Pricing counts only users who edit plans and assessments, and participants use a free portal
- Integrations cover HR systems, ITSM platforms, identity providers, GIS, collaboration tools, risk systems and CMDBs
Trade-offs
- No price figure is published for Prepare itself
- The product has been renamed twice, from Infinite Blue's BC in the Cloud to Everbridge 360 AI Prepare, so older documentation uses different names

Noggin sells an integrated resilience workspace that combines ten solutions: business continuity, operational resilience, crisis communications, operational risk, crisis and incident management, third-party risk, emergency management, safety, investigations and security management.
The business continuity solution offers a guided BIA, dependency mapping that links business activities to the assets and vendors they rely on, recovery strategies with roles and pre-assigned checklists, and exercise and scenario testing with lessons learned. Plans are held as live records that can be opened on any device instead of static documents. Configurable dashboards and reports can be exported to PDF or Word.
Noggin's library is a large part of the offer. It contains more than 275 pre-configured modules and more than 25,000 objects, built around ISO 22301, ISO 22320, ISO 22308, ISO 31000 and the US NIMS and ICS frameworks. The FAQ states that the software helps organisations align with APRA CPS 230, the Australian operational risk standard. The platform is cloud-based, and data can be moved in and out through APIs and integrations.
Potential strengths
- No-code configuration of workflows, forms, notifications, dashboards and modules
- Ten solutions, from business continuity to security and safety management, share one workspace with native iOS and Android apps
Trade-offs
- No pricing is published
- The breadth of the ten-solution workspace may need configuration effort when only continuity planning is required

Quantivate is a governance, risk and compliance vendor whose site lists banks, credit unions, financial services, mortgage banking and insurance as its industries. Business continuity management is one module of a suite that also covers enterprise risk, compliance, vendor management, IT risk, internal audit, issue management, complaints and policy management.
The BCM module follows a set sequence. Users identify critical processes with criticality and risk scoring, run threat and vulnerability assessments, complete a BIA, develop strategies, write and maintain plans, and run scenario-based exercises. Emergency notification by SMS, email and voice broadcast and incident management are included in the module list.
Pre-built templates cover business continuity, continuity of operations, pandemic, application, platform, server and data centre recovery, and crisis management with or without incident command elements. A plan editor, a business process library, configurable workflows and dashboards, a drag-and-drop report builder and iOS and Android apps complete the set. Single sign-on works with Active Directory and creates accounts at first login. Quantivate also offers consulting in which its staff interview employees and produce the plans.
Potential strengths
- Emergency notification by SMS, email and voice broadcast is part of the BCM module set
- Consultants can build business continuity, disaster recovery, pandemic, crisis and emergency operations plans for customers
Trade-offs
- No pricing or edition details are published
- The product page names no specific continuity standards or regulatory templates

SureCloud is a governance, risk and compliance vendor. Business continuity is one product in its platform, alongside risk, compliance, third-party risk, audit and privacy management.
The business continuity product keeps plans connected to business services, processes and dependencies. Business impact assessments record financial, reputational and operational impact and link it to the risks that could cause a disruption. Self-assessment scenarios can be scheduled to test readiness, and the results flow back into the plans. Incident and contact tracking supports communication planning, and a contact directory is included.
SureCloud's AI assistant, Gracie, is described as connecting emerging risks to continuity before they become incidents, updating plans as risk posture changes and tying continuity work to controls. The page refers to DORA and NIS2 as drivers of tighter operational resilience requirements in Europe.
Packaging matters for buyers. The pricing page lists three packages: Assure, a fixed package with ten named logins, and Automate and Orchestrate, which are modular with unlimited named users. Business continuity is shown as not available within Assure, so buyers need one of the modular packages.
Potential strengths
- Pricing is not tied to seats, and the modular packages include unlimited named users
- Continuity sits in the same platform as risk, compliance and third-party risk management
Trade-offs
- Business continuity is not included in the entry-level Assure package
- The product page describes self-assessment scenarios rather than full exercise management, so exercise depth needs checking in a demo

ServiceNow Business Continuity Management is an application in ServiceNow's governance, risk and compliance product family. It runs on the same platform as ServiceNow's IT service management, IT operations and risk applications, which is the main reason organisations choose it.
The Zurich release documentation describes the application's purpose as keeping delivery of products and services at acceptable levels during a disruption. It classifies processes, dependencies and recovery objectives through impact and risk analysis, and it supports building and continuously improving business continuity plans. Exercises test readiness, and crisis management handles response to real events. Governance structures and consistent process classifications give the programme a defined framework.
Emergency alerts are sent through an integration with Everbridge. Users work in one of three workspaces: a configurable BCM workspace for continuity tasks, a classic workspace, and a UI Builder workspace for pages built with ServiceNow's Next Experience components. Because the application shares the platform data model, continuity records can draw on services and configuration items that other ServiceNow teams already maintain.
Potential strengths
- Shares a platform with ServiceNow IT service, risk and compliance applications already in use
- Three workspace options, including a UI Builder workspace for custom pages
Trade-offs
- Mass notification depends on an integration with Everbridge rather than a built-in channel
- Most practical for organisations already licensed on ServiceNow; no standalone pricing is published

Archer, formerly RSA Archer, is an integrated risk management platform. Its resilience offering combines what were two solutions, Business Resiliency and Operational Resilience, into Archer Resilience Management. The earlier Business Resiliency solution covered business impact analysis, business continuity and IT disaster recovery planning, incident management and crisis management.
The resilience management page describes one process, repository and reporting structure for every BIA, with BIAs maintained continuously rather than reviewed once a year. Business continuity and recovery planning maps critical processes, dependencies and recovery actions, and keeps call trees and task assignments current. Incident management gives each event an owner, an escalation path and a communication trail, with automated escalation. Crisis management brings incident context, decisions and communications together when a crisis is declared.
Operational resilience features let organisations define critical business services and their dependencies, coordinate IT, operational risk and recovery teams, and run scenario analysis. Archer lists AI operators that will keep dependency maps and recovery plans current as a forthcoming feature. Archer reports more than 200 native integrations, and states that its Evolv platform can run as SaaS or on-premises.
Potential strengths
- BIA, BC/DR planning, incident and crisis management share one process, repository and reporting structure
- More than 200 native integrations and an open API connect security, ITSM, cloud and ERP systems
Trade-offs
- No pricing or packaging details are published
- Archer has merged its Business Resiliency and Operational Resilience solutions, so older material uses different product names
- Product reference

MetricStream is a governance, risk and compliance vendor, and its Business Continuity Management application is one of the apps in its GRC suite.
BIA surveys identify critical assets and processes, and the BCM assistant prioritises BIAs by criticality and risk exposure. RTO and RPO dependencies are mapped and shown in a data explorer view. Continuity plans use customisable templates linked to processes, IT assets, contacts and locations, and recovery tasks appear on Gantt charts. AI features draft plans and guide updates.
Exercises test whether recovery activities still work, with results held in a central register and progress tracked by scenario. Risk assessments can be qualitative or quantitative across geographies and business units. Crisis management covers declaring, reporting and closing a crisis, with automatic escalation by severity. Emergency notification uses call trees, distribution lists and templates across more than 25 channels and can connect to external mass notification systems.
MetricStream describes eight continuity agents, including agents that simulate disruptions. The page also cites figures such as reduced BIA preparation time and a three-year ROI, though some percentages are given differently in different sections of the page.
Potential strengths
- Emergency call trees, distribution lists and templates cover more than 25 notification channels
- Recovery tasks and timelines appear on Gantt charts linked to processes, IT assets, contacts and locations
Trade-offs
- No pricing is published
- Some percentage claims on the product page appear in different forms in different sections, so buyers should ask for the underlying evidence

Frequently asked questions
What is business continuity management software?
Business continuity management software supports the work of keeping an organisation running during and after a disruption. It typically covers business impact analysis to find critical processes and set recovery time objectives, risk assessment, continuity plan writing and maintenance, exercises and tests, and the response when a plan is activated. It replaces plans kept in documents and spreadsheets with structured records that can be reviewed, reported on and reached during an incident.
How much does business continuity management software cost?
None of the nine vendors on this page publishes a price for its continuity product as of October 2026. Everbridge prices Prepare on the number of users who update plans and assessments and offers a free portal for other participants. SureCloud prices on requirements rather than seats. Fusion, Riskonnect, Noggin, Quantivate, ServiceNow, Archer and MetricStream are quote-based. Buyers should ask for prices that include implementation, notification channels and support.
What is the difference between business continuity management and IT disaster recovery software?
IT disaster recovery software restores systems and data, for example through backup, replication or failover. Business continuity management software plans for the whole organisation: people, processes, sites, suppliers and technology. A BCM product records which processes depend on which systems and what recovery times the business needs, and several products on this page also store IT recovery plans, but they do not perform the technical recovery. A separate page covers disaster recovery software.
What is a business impact analysis?
A business impact analysis identifies an organisation's processes, estimates the operational, financial and reputational effects of interrupting each one over time, and sets recovery time and recovery point objectives. It also records the people, systems, suppliers and sites each process depends on. The BIA is the basis for continuity strategies and plans, and every product on this page includes BIA functionality.
Which BCM software supports ISO 22301?
Riskonnect describes out-of-the-box ISO 22301 alignment covering corrective actions and management reviews. Everbridge 360 AI Prepare includes ISO 22301 templates, and Noggin's library is built around ISO 22301 and related standards. Fusion's page discusses ISO 22301 as the standard for business continuity management systems. Software supports the documentation and evidence; certification is granted by an accredited body after an audit of the programme.
Does BCM software help with DORA and other operational resilience rules?
Several vendors connect their products to operational resilience regulation. Everbridge names DORA and FFIEC guidance templates, SureCloud cites DORA and NIS2, and Noggin refers to APRA CPS 230. Archer, Fusion, Noggin and Riskonnect also sell separate operational resilience products. Buyers should confirm which reports and templates are included in the licence rather than relying on general statements.
Should business continuity sit in a GRC platform or a dedicated product?
It depends on reporting lines and existing tools. Riskonnect, SureCloud, Archer, MetricStream and Quantivate place BCM in a GRC suite, which helps when continuity reports through risk or compliance and when regulators expect one connected record. Fusion, Everbridge and Noggin centre their platforms on continuity and resilience. ServiceNow suits organisations that already run ServiceNow. Buyers should check data links to existing systems before choosing.
How were these business continuity management products selected and checked?
The nine products are real vendors with live product pages that describe business continuity management capabilities, including business impact analysis, plan management and exercises. Features and pricing statements come from each vendor's own product, pricing and documentation pages, fetched in October 2026. StatWharf did not test the products hands-on, and no vendor confirmed its entry. Order on the page does not indicate quality or preference.
